Review of clinical commissioning statements

Background

The Individual Funding Request Service supports NHS organisations across Greater Manchester to ensure people have fair and equal access to treatments.

The service works with clinicians across Greater Manchester to develop ‘clinical commissioning statements’ that:

  • Have the most up-to-date clinical evidence so that funding is prioritised for treatments that are proven to have clinical benefits for patients.
  • Stop variation in access to NHS funded services across Greater Manchester (sometimes called the ‘postcode lottery’) and allow fair and equitable treatment for all local patients.
  • Ensure access to NHS funded treatment is equal and fair, whilst considering the needs of the everyone in Greater Manchester and evidence of clinical and cost effectiveness.

On behalf of NHS Greater Manchester, the Greater Manchester Procedures of Low Clinical Value Steering Group will shortly be reviewing the clinical commissioning statements below.

All feedback received during the engagement period will be carefully consider by the steering group when it reviews the commissioning statement. The steering group will then make a recommendation to NHS Greater Manchester.

The periods of engagement typically run for six weeks, and comments are invited from all stakeholders across Greater Manchester.

More information about Procedures of Low Clinical Value

Procedures of low clinical value are those that are unlikely to be clinically effective or should only be performed in specific circumstances. The commissioning statements advise whether a treatment is not routinely commissioned unless the patient’s health care need is deemed to be exceptional, or where the patient must meet a set of criteria before they would be eligible.

The Greater Manchester Procedures of Low Clinical Value Steering Group has been established to support NHS Greater Manchester to deliver quality healthcare. They develop and review commissioning statement recommendations on procedures of low clinical value. The recommendations then go through the organisation’s governance process for approval to implement.
