Description FOI Request regarding ICB redundancy costs
Date Requested 29/07/2026
Date Replied 15/10/2026
Category -

1.    The total cost of redundancies incurred as part of the transition to the new ICB structure.

2.    The number of staff made redundant as part of this process.

3.    A breakdown of redundancy costs by organisation (e.g. former ICBs, CCGs or other NHS bodies) where available.

4.    The time period over which these redundancy costs were incurred.

5.    Any additional costs associated with the restructuring (e.g. settlement agreements, early retirement costs), if recorded separately.

6.    If any part of this request exceeds the cost limit under the Act, I would be grateful if you could advise how the request may be refined to fall within the limit.

1.    This has been interpreted as total costs since the inception of the ICB in July 2022; the information has been broken down by year.

The cost of exit packages is included in the table below

Year Compulsory Other (including Voluntary) Total
2022/23* 800,992 1,284,805 2,085,797
2023/24 587,679 1,665,104 2,252,783
2024/25 125,214 0 125,214
2025/26 2,701,017 21,162,331 23,863,348
2026/27** 0 0 0

Notes:

* The 2022/23 period contains only 9 months of data, as NHS GM was formed on 1 July 2022, following the merger of the 10 former NHS Clinical Commissioning Groups (CCGs) of Greater Manchester, plus Greater Manchester Shared Services (GMSS, previously hosted by the Northern Care Alliance NHS Foundation Trust) and Greater Manchester Health and Social Care Partnership (GMHSCP, previously hosted by NHS England). The 10 former NHS CCGs were NHS Bolton CCG, NHS Bury CCG, NHS Heywood, Middleton & Rochdale CCG, NHS Manchester CCG, NHS Oldham CCG, NHS Salford CCG, NHS Stockport CCG, NHS Tameside and Glossop CCG, NHS Trafford CCG and NHS Wigan Borough CCG.

** No additional redundancy costs were incurred in April 2026. The costs included in the above table are done so on an accounting basis (when NHS GM is committed to the redundancy cost), but the actual cash transfer to the individual may have occured in future months, on or around their actual departure date.

  1. Two voluntary redundancy schemes were run in 2025/26 as follows:
  • Voluntary redundancy Scheme 1 application window – 24/11/25 to 05/12/25
  • Voluntary redundancy Scheme 2 application window – 02/02/26 to 15/02/26

The agreed leave date for scheme 1 was 31/01/26 and the agreed leave date for scheme 2 was 31/03/26.  There have been exceptions to these dates for various reasons mainly; for business continuity purposes and waiting for capitalisation cost information from NHS Pensions.

Approved numbers for each scheme are as follows:

  • Voluntary redundancy Scheme 1 – 185 redundancies
  • Voluntary redundancy Scheme 2 – 149 redundancies
  • Total – 334 redundancies

  1. NHS GM does not hold this information.

  1. Please see response to question 1 above which details timelines.

  1. Redundancy-related legal fees of £185,300 in 2025/26. Other costs have not been recorded separately.

  1. Not applicable.
