Within Primary Care we commission and manage the General Ophthalmic Services (GOS) contracts and monitor activity.
- We monitor the GOS contracts via the following processes:
- General contract management
- Quality in Optometry process (every three years)
- Post Payment Verification processes for contractors who are outliers of we have concerns regarding as highlighted by PCSE submitted claims. Information of this can all be found in publicly shared documents: Eye Health Policy Book: NHS England » Policy book for general ophthalmic services
- Most trusts are consistently meeting this standard
-
- Workforce capacity
- Clinic space
-
- Universal NHS email for primary eye care
- Shared referral platforms
- Ability to share OCT images
- Agreed data standards such as DICOM
NHS Email – this is nationally only available to mandatory services contract holders, not additional services contract holders.
We do not hold data on the other enablers listed.
- We have a homeless and migrant scheme and a newly commissioned Special Educational Settings service, so those most vulnerable or need additional support, have access to GOS services in the most appropriate setting.
- It is not a requirement of the GOS contract to review PREMS/PROMS, we address patient experience via complaints only.
- Planning discussions taken place and activity undertaken – We have an Eye Care Navigation Service which includes a SPoA
- We do not have any examples to share.

- Workforce Growth and Training
- Investment
We do not have access issues within primary care, however Secondary Care services do have a couple of areas where access could be improved. Workforce is the main driver for this along with investment to commission alternative pathways.
- Further information would be needed to make an informed response as to how that would align to our operating plan and the NHS 10-year plan.
