Reference 2026/2050
Description FOI Request regarding Veterans' mental health services
Date Requested 22/09/2026
Date Replied 06/10/2026
Category Mental Health

I am writing to make a new request for information under the Freedom of Information Act 2000 in relation to the Military Veterans Service (MVS) delivered by Pennine Care NHS Foundation Trust.

I refer to your previous response (ref 2026/1725/GM/FOI) for context only. That response confirmed the MVS is commissioned as part of a block contract and that specific funding envelopes could not be provided. This request asks for different information, relating to what records the ICB holds about this service specifically.

  1. Does the ICB hold any breakdown, in any form, of the value attributed to the Military Veterans Service within its contract with Pennine Care NHS Foundation Trust? This includes indicative figures, historic allocations, or figures used for internal planning or budgeting purposes.
  2. Please provide a copy of the current service specification for the Military Veterans Service.
  3. What activity, performance or quality data does the ICB receive in relation to the Military Veterans Service specifically, as distinct from other services delivered by the Trust under the same contract? Please include the reporting frequency and the format in which it is received.
  4. Please provide copies of the most recent two sets of such data received by the ICB.
  5. Does the ICB hold any record of the staffing establishment or workforce resource attributed to the Military Veterans Service?

  1. When the ICB was created, the contracts that the previous GM CCGs held with PCFT were amalgamated into a single contract. The baseline 2022/23 PCFT contract between PCFT and NHS GM ICB was £444,341. During contract discussions with PCFT they identified a pressure against the contract and a further £59k was built into the block for 2022/23. Uplifted for inflation applied to the block contract, the value of the MV element of the block for the ICB would be £566,762 at 26/27 prices.

Note that PCFT also provide a MV service for L&SC ICB who are associates to the ICB-PCFT core contract and this is in addition to the values included above. The MVS contracts used to be commissioned under a lead arrangement by Bury CCG, but this ceased during Covid and is now commissioned by the respective ICBs.

The ICB suggests that the requestor contacts the provider directly for details of actual costs and workforce required in delivering this service.
