I am looking for some information to be answered under the Freedom of Information Act relating to spending under the Additional roles reimbursement scheme (ARRS) for 2024/25 in the Primary Care Networks (PCNs) in your ICB area.

My questions are as below:

  1. How many PCNs are in your ICB?
  2. What was the total ARRS allocation sum for the PCNs in your ICB in 2024/25?
  3. How much of this funding was spent by PCNs in 2024/25?
  4. How much of this funding remained unspent across the PCNs in your ICB footprint in 2024/25? Please provide this figure in pounds and as a percentage of the overall funding.
  5. Does the ICB intend to redistribute this money to PCNs? If not, why not?
  6. If the money is not redistributed, what will it be used for?

  1. 65 PCNs within NHS Greater Manchester (NHS GM).

 

  1. As per the nationally published Network Contract DES: Contract specification 2024/25 – PCN requirements and entitlements. The calculated maximum PCN Entitlement for 2024/25 across the 65 NHS GM’s PCNs is £82.4m of which £78m was for all ARRs roles excluding the new General Practitioner role, and £4.4m was for the new General Practitioner role.

 

The maximum available allocation of funding for NHS GM for financial year 2024-25 was £80.9m in total, of which £76.5m was for all ARRs roles excluding the new General Practitioner role, and £4.4m was for the new General Practitioner role.

 

  1. For 2024/25 the draft unaudited final outturn for ARRs across 65 PCNs across Greater Manchester was £79.3m.

Of this £76.4m was for all ARRs roles excluding the new General Practitioner role, and £2.9m was for the new General Practitioner role.

 

  1. The funding which remained unspent in 2024/25 compared to the 100% calculated maximum entitlements for PCNs (Based on the Draft unaudited total expenditure for 2024/25) = £3,158,752.32. This represents 4% of the maximum entitlements available to GM PCNs.

 

  1. PCN reallocation of unclaimed funding is not permitted for 2024/25 as per national NHS England guidance

 

  1. Integrated Care Boards are only funded from NHS England based on projected financial outturn for 2024/25. Therefore, any unspent balance remains with NHS England, rather than the ICBs.
