Under the Freedom of Information Act 2000, I’m writing to request the following information relating to complex mental health commissioning within the NHS Greater Manchester Integrated Board.

1. Commissioning Contacts by Locality:

Please provide a list of the individuals or roles (with contact details)  responsible for commissioning of the following services across each of the ten GM localities (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan) and at ICB level:

1. Adult Mental Health services (including 18-25 transitional care).
2. Autism Spectrum Disorders (ASD)
3. Complex Needs/ Out-Of-Area Placement services.
4. Tier 4 Step-down or community Rehabilitation Services
5. Relevant commissioning managers or programme leads.
6. Out of Area placement coordinators

*For each please include role title, locality covered, email address, and name (if not restricted by policy)*

2. Inpatient Hospital Discharge Leads and Coordinators:

Please provide a list of NHS inpatient mental health units and hospitals in each locality, along with:

1. The discharge leads or named discharge coordinators (and contact details) for AMHS and CAMHS inpatient services

3. Out-of-Area Placement Statistics for Complex Mental Health

For the past three years and the current stats:

1. Total number of out-of-area placements for individuals with complex mental health needs.
2. Breakdown by borough/locality
3. Main reasons for out-of-area decisions (no local bed, complexity of need, specialist provision required)

1. The Strategic Lead Clinical Commissioner is responsible for the commissioning of the named services across localities in Greater Manchester (GM) (Wigan, Bolton, Bury, Trafford, Stockport, Salford, Manchester, HMR, Oldham and Tameside). This individual can be contacted using the following email address: gmmhprogramme@nhs.net.

2. Please refer to the attached spreadsheet for details of current NHS GM Inpatient bed base (mixture of NHS Provider / VCSE / Adult Secure / CAMHS). Please note this is the current draft and may include some non-hospital inpatient services.

For the names and contact details for the discharge leads / discharge coordinators, please contact the Strategic Lead Clinical Commissioner, or the Deputy Place Based Leads in each locality (Wigan, Bolton, Bury, Trafford, Stockport, Salford, Manchester, HMR, Oldham and Tameside) on the following email address (gmhscp.gmmhprogramme@nhs.net).

3. The ICB are unable to extract data on out-of-area placements for the last 3 years, it is only available from November 2024 – present. We are also unable to filter this data by ‘Complex Mental Health Needs’ as the data is not recorded in this way; it is recorded by primary diagnosis.
