Under the Freedom of Information Act 2000, I would like to request the following information relating to Personal Health Budgets (PHBs) issued or managed by your ICB.

Please provide this information for each of the past five financial years or as many years as you have data for:

1. By individual financial year (e.g. 2020/21, 2021/22, 2022/23, 2023/24, 2024/25 to date)

2. By type of PHB:

1. • Direct payments to individuals
   • Third-party managed budgets
   • Notional budgets

3. The total financial value (£) of the PHBs in each year and type

If possible, please supply the information in a spreadsheet or other structured format.

NHS Greater Manchester (NHS GM) consists of the following 10 Greater Manchester Localities: Bolton, Bury, Heywood, Middleton and Rochdale (HMR), Manchester, Oldham, Salford, Stockport, Tameside, Trafford, and Wigan (former Clinical Commissioning Groups), who currently all have their own processes/systems for recording their Personal Health Budgets activity.

The following groups have a “right to have” a Personal Health Budget

Adults eligible for Continuing Healthcare

Children eligible for Children’s Continuing Care

Those eligible for S117 aftercare funding where there is a heath funding included

Those eligible for an NHS-funded wheelchair (Personal Wheelchair Budgets)

Question 1 & 2 –

NHS GM provides quarterly data to NHS E regarding the numbers and types of PHBs being delivered. There is no data available for 2020-21 as data collection stopped because of Covid.
