I have not requested copies of unsigned schedule 2 documents, the old signed documents would be much appreciated. The old signed schedule 2s will not be sensitive as they are about to be superseded by new contracts.

The ICB is currently negotiating the 25/26 contracts which have yet to be signed. As such the 24/25 contracting terms and conditions are still implied and are under negotiation. This includes the specialties to be commissioned and therefore the service specifications. The ICB feels that the information you are requesting is therefore commercially sensitive.
