I am writing to request information under the Freedom of Information Act 2000.
The purpose of this request is to gather data on the number of children referred to weight management services.
Specifically, please provide for each of the financial years: 2020/21, 2021/22, 2022/23, 2023/24 and (if available) 2024/25 to date:
1. The total annual spend by your ICB on services primarily commissioned for the prevention or treatment of obesity
For clarity: This may include (but is not limited to) lifestyle/weight management programmes and specialist obesity services commissioned for the prevention or treatment of obesity (for example, tier 2 community-based weight management programmes, tier 3 multidisciplinary/specialist weight management services, or any other services your ICB commissions that are primarily focused on obesity).
I confirm that I am not seeking any personal or identifying information about individuals involved in these cases. I would like you to provide the information in the following format:
• Please provide the information in electronic format, preferably as an Excel spreadsheet or CSV file. Please avoid sending PDFs or Word documents if possible.
If you are unable to provide the specified information:
• If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in Section 12, please provide advice and assistance, under the Section 16 obligations of the Act, as to how I can refine my request.
• If you are unable to provide the specified information exactly as requested, please provide *any* data you have that is relevant to the request and explain why the other information cannot be provided.
NHS Greater Manchester ICB (NHS GM) was formed on 1st July 2022 following the merger of the 10 predecessor NHS Clinical Commissioning Groups (CCGs) in Greater Manchester, together with Greater Manchester Health and Social Care Partnerships (GMHSCP, previously hosted by NHS England) and Greater Manchester Shared Services (GMSS, previously hosted by the Northern Care Alliance NHS Foundation Trust). The 10 predecessor CCGs were NHS Bolton CCG, NHS Bury CCG, NHS Heywood, Middleton and Rochdale CCG, NHS Manchester CCG, NHS Oldham CCG, NHS Salford CCG, NHS Stockport CCG, NHS Tameside and Glossop CCG, NHS Trafford CCG and NHS Wigan Borough CCG.
Commissioning responsibility for the 10 predecessor CCGs transferred to NHs GM of 1st July 2022, with the exception of responsibility for patients registered with Glossop based GPs, where it instead transferred to NHS Derby and Derbyshire ICB. As such, for periods up until the end of June 2022, includes data in respect of the 10 former CCGs (i.e. including Glossop patients), and data from 1st July 2022 is in respect of NHS GM (i.e. excluding Glossop patients).
NHS GM does not hold information to enable it to separate the costs incurred in weight management treatments between adults and children, and therefore the data presented below is in respect of all patients. It should also be noted that where services are commissioned from NHS Foundation Trusts, these are done so under block contract arrangements, and it may not be possible to separately identify the cost of services specifically related to the prevention or treatment of obesity. As such, spend with Greater Manchester NHS Foundation Trusts is excluded from the table below where not possible, and this information may instead be able to be obtained by contacting the trusts directly themselves:

Additionally, NHS GM also works to commission services which are aligned to those commissioned by partner local authorities. The information in the table below includes only services which NHS GM commissions directly. Services where the relevant local authority acts as lead commissioner are not included here but should be considered as part of the wider public sector commissioned spend in respect of obesity. Information on local authority spend is obtainable from each of the LAs directly:

It should also be noted that the NHS financial year runs until 31st March each year, and therefore the 2024/25 financial year finished on 31st March 2025. As such, where data is available for the 2024/25 financial year, it is included below.
