1. Please list all organisations commissioned to provide rehabilitation services in your area and their contract values

2. Please state the total budget for rehabilitation services in your organisation and the amount specifically allocated to neurological conditions.

3. Please provide the most recent data you hold on waiting times for neurological rehabilitation services, including community and inpatient settings.

4. Please provide details of any formal arrangements or structures in place for involving people with neurological conditions in the planning or delivery of rehabilitation services.

5. Do you have a neuro-rehab service pathway integrated with neurology service?

7. How do you ensure the needs of people with neurological conditions are addressed in your mental health provision from primary care to acute?

1. “Rehabilitation services” as a description contains a wide variety of services across many different areas of healthcare. This makes it difficult to define and identify specific services and their contracted spend. For example, rehabilitation services could include certain packages of Continuing Healthcare, various community services, as well as those provided through Hospital Trusts, and specific neuro-rehabilitation placement costs. Owing to such a broad definition, it is not possible for NHS GM to separately identify the contracted values for each of these services, as a particular contract may cover rehabilitation services as well as other services which cannot be separately identified.

Individual placements for independent sector neurorehabilitation are commissioned on ad hoc basis, with agreements identifying the weekly cost of care for the duration of the package. These are not considered to have a contract value, as the value is contingent upon the delivery of the care to the patient.

Specifically, where NHS Greater Manchester (NHS GM) commissions services from NHS Trusts, it does so under block contract arrangements, where it is not possible to separately identify the cost of a particular services. As such, it will, be necessary for you to contact the Provider Trusts commissioned in Greater Manchester for the information you seek. As described above, it is not possible to separately identify the budget for all rehabilitation services, owing to the breadth of services this covers, as well as the position in respect of spend with NHS Provider Trusts, as outlined above. Where a particular provider (e.g. of Continuing Healthcare, CHC) provides rehabilitation services in addition to other services, budgets are not set for particular services and instead consider the overall spend on CHC services within that particular locality.
Budgets are set specifically for Neuro-rehabilitation patients. The budget for the 2025/26 financial year as at the end of August 2025 for neuro-rehab patients was £15.624m.

Neurological Rehabilitation is part of TFC 314.

4. NHS GM do not hold the information requested. It is advised to contact Greater Manchester Neurorehabilitation and Integrated Stroke Delivery Network (GMNISDN). GMNISDN – Network for stroke & neurorehabilitation professionals with some content suitable for patients, families and carers

5. The network are responsible for the development and oversight of the inpatient neurorehabilitation and stroke pathway. Please refer to the link provided in the response to question 4.
The Northern Care Alliance NHS Foundation Trust (NCA) will be able to answer specifics about the neurology pathway. Please refer to the response to question 1 for a link to the Trust’s website.

6. NHS GM does not have a neuro clinical lead. The NCA take lead on the Manchester Centre for Clinical Neurosciences (MCCN) pathway. Please refer to the response to question 1 for a link to the Trust’s website.

7. NHS GM do not case manage individuals in primary care to acute settings.

8. NHS Greater Manchester (NHS GM) does not hold the information requested. Therefore, it will be necessary for you to contact the two mental health services within Greater Manchester for the information you seek.
