I would please like to request the following information in line with The Freedom of Information Act 2000 regarding the use of FeNO and Spirometry in the diagnosis and management of Asthma within the ICB

1. Could you please provide a list of FeNO providers within the ICB, along with the areas they cover.

2. Could you please provide a list of the Spirometry providers within the ICB, along with the areas they cover.

3. Could you please clarify if the service is commissioned to provide FeNO and Spirometry together, or if providers are able to deliver either service independently, depending on the referral.

4. Could you please provide the name (s), email address (es) and telephone numbers of the person (s) who are responsible for the commissioning of these services

The use of FeNO and Spirometry in the diagnosis and management of Asthma is commissioned at locality level within Greater Manchester.

NHS Greater Manchester consists of the following 10 Greater Manchester Localities: Bolton, Bury, Heywood, Middleton and Rochdale, Manchester, Oldham, Salford, Stockport, Tameside, Trafford, and Wigan (former Clinical Commissioning Groups).

Bolton Bolton NHS Foundation Trust cover patients registered with a Bolton GP.

Bury Bury GP Practices Ltd – Any patient registered with a Bury GP

We also have a COPD Nursing team for Bury Community provided by NCA, information can be found here COPD (Chronic Obstructive Pulmonary Disease) Nursing Team :: Northern Care Alliance

HMR HMR locality commissioning arrangements are in place with Primary Care Networks (PCNs) and Northern Care Alliance NHS Foundation Trust (NCA) for FeNo and Spirometry.
Manchester Manchester Foundation Trust (MFT) and CDC (Community Diagnostic centre) provide Spirometry with FeNO. Primary care offer not commissioned, practices offer Spirometry and or FeNO of their own expense.
Oldham Oldham locality commission NCA via a specialist respiratory service to delivery FeNo to patients as part of the commissioned pathway.  This is an all-Oldham offer, assuming the patient meets the criteria for the service. There is no exclusion on FeNo provision, and it can be performed by any qualified clinician. Primary Care providers may be performing FeNo but it is not a commissioned service.

Service is Pennine Lung Service, Northern Care Alliance

Salford Salford Care Organisation (SCO), which is part of the NCA provide FeNO within the Community Diagnostic Centre (CDC) & Primary Care Network (PCN) Diagnostic Hubs.
Stockport There are currently no commissioned FeNO providers across Stockport locality.
Tameside Tameside and Glossop Integrated Care NHS Foundation Trust delivers FeNO for children and young people.
Trafford Altrincham Health Alliance PCN – covers parts of Altrincham, Hale Barns and Timperley

North Trafford PCN – covers Stretford, Old Trafford, Lostock and Gorse Hill

Trafford West PCN – covers Urmston, Flixton and Davyhulme

Sale Central PCN – covers Sale Central, Sale Moor, Ashton-upon Mersey and Brooklands

Wigan Localities are not responsible for commissioning Primary Care services so don’t have sight of the contracts.  You would need to check with the NHS England Contracts Team to see what agreements are in place for Wigan GP Practices.

Trafford As per question 1.
Wigan Localities are no longer responsible for commissioning Acute/Hospital services so don’t have sight of the contracts. You would need to check with the GM Contracts Team to see what agreements are in place for Wigan Borough. I do know that the Community Diagnostic Centre (CDC) at Leigh Infirmary does provide Spirometry, as does WWL paediatric service. Both cover all areas within the Wigan Borough

Locality 
Bolton Bolton NHS Foundation Trust are commissioned to provide both FeNO and Spirometry.
Bury The provider is able to deliver either/both procedures as necessary in line with patient need

HMR Referral pathways for both spirometry and / or FeNo are in place. HMR are currently working with PCNs to transition to a Quality Assured Service PCN hub-based service that will provide access for both FeNo and Spirometry diagnostic tests based on patient need.
Manchester Services in Trust and CDCs are commissioned. There is currently no primary care offer commissioned. Practices offer Spirometry and or FeNO of their own expense.
Oldham NCA via specialist provision are commissioned to deliver both FeNo and Spiro depending on clinician need and presentation as part of on-going care and diagnostic capacity. The utilisation of either together or independently lies with the clinician in charge of care.
Salford Each service can be delivered independently depending on the referral received.
Stockport Viaduct Care CIC are commissioned to provide Spirometry services only.
Tameside Spirometry is commissioned to be delivered in primary care through GP practices, FeNO for Children and Young People is delivered in Secondary Care by Tameside and Glossop Integrated NHS Foundation Trust, therefore each is delivered independently.
Trafford Service is commissioned to provide both FeNo and Spirometry as required.
Wigan The paediatric service at WWL and the service within the CDC will provide which every service is best for the patient.
