1. Assessment Tools in Use – SPM-2 and Predecessors
• Please confirm the date (month/year) when the Manchester Occupational Therapy service first adopted the SPM-2 (Sensory Processing Measure – Second Edition) for adult CHC sensory or functional assessments.
• Identify any predecessor tool(s) used immediately before SPM-2 (for example, the original SPM, SPM-Preschool, or Sensory Profile) and provide any service specifications, procurement records, change memos, or guidance recording this transition.
• If such records are not held, please confirm this explicitly under Section 1(1)(a) of the Freedom of Information Act 2000.
2. Variation Across Localities or Commissioned Providers
• Please confirm whether the ICB holds any information showing which sensory assessment tools or systems are in use across its adult CHC provision — particularly if different localities or commissioned providers employ tools other than SPM-2.
• If this information is not centrally held, please state so clearly.
3. Governance Adoption of SPM-2
For clarity, the introduction of a new clinical assessment tool such as SPM-2 would normally require a documented governance approval process, including:
– a proposal from the OT Professional Lead.
– review and approval by the service’s Clinical Governance or AHP Governance Committee.
– procurement or licensing records; and
– staff training and competency sign-off.
Please therefore confirm whether NHS Greater Manchester (or its provider organisations) holds:
– committee minutes, approval papers, or change memos authorising use of SPM-2;
– procurement/licensing records for SPM-2 materials.
– training logs, competency records, or local guidance/SOPs describing when and by whom SPM-2 may be used.
If none of these records are held, please confirm this under Section 1(1)(a) FOIA, as it would indicate that SPM-2 has not been formally approved through the required governance process.
