FOI 2025/1478

Reference FOI 2025/1478
Description Use of GLP-1 and other diabetes and weight loss medications across the prison population
Date Requested 20/11/2025
Date Replied 12/12/2025
Category Medicines Optimisation

I am writing to request information under the Freedom of Information Act 2000.

The purpose of this request is to gather data on the use of GLP-1 agonists and other diabetes and weight loss medications prescribed across the prison population.

To confirm, I have already contacted NHS England and NHS BSA, who said that NHS ICBs are most likely to hold this information.

I am seeking anonymised, aggregate information covering the period January 2020 to October 2025.

  1. Via your ICB, the total number of prescriptions dispensed across the prison population for the following medications, broken down by year: Victoza (Liraglutide), Ozempic (Semaglutide), Rybelsus (Semaglutide), Trulicity (Dulaglutide), Bydureon (Exenatide), and Mounjaro (Tirzepatide)
  2. Via your ICB, the total number of prescriptions dispensed across the prison population for the following medications, broken down by year: Saxenda (Liraglutide), Wegovy (Semaglutide), Orlistat (Xenical / Alli) and Mysimba (Naltrexone / Bupropion)

Example of preferred reporting (illustrative):

Year Prison Name Medication Total prescriptions issued
2020 HMP [NAME] Ozempic 86
2020 HMP [NAME] Victoza 198
2020 HMP [NAME] Mounjaro 1

I confirm that I am not seeking any personal or identifying information about prisoners involved in these cases. I would like you to provide the information in the following format:

  • Please provide the information in electronic format, preferably as an Excel spreadsheet or CSV file. Please avoid sending PDFs or Word documents if possible.

NHS Greater Manchester ICB does not hold the information requested. This is because we do not commission prison healthcare services, and therefore we do not receive or hold prescribing data specific to the prison population. As such, we are unable to provide the breakdown of prescriptions you requested.

You may wish to redirect your request to NHS England, who are responsible for commissioning healthcare services for the prison estate and may hold the relevant prescribing data. To assist you please find below a link to their website and information about how to make a Freedom of Information request.
