FOI 2025/1505

Reference FOI 2025/1505
Description GP consultation and provision in Pendleton
Date Requested 08/12/2025
Date Replied 22/12/2025
Category Primary Care & Strategic Commissioning

There are 480 new houses due to be completed at Pendleton a new housing development. This will be an influx of over 1000 people (based on the minimum proviso of 2 occupants per house) There is a retirement building part of this development.
1. What provisions has the Integrated Care board made for increasing GP provision to account for this new development?
2. Has there been any consultation with GP surgeries to establish a coordinated approach to where all these people will register for a GP?
3. What other consultation has been established for this new development regarding GP provision e.g. the impact on the existing patient lists in the area?

  1. NHS Greater Manchester (NHS GM), Salford Locality team are in touch with local practices in the area about the services they provide. Generally, Salford practices have had growing patient lists for several years and they have been able to expand the workforce and redesign how they operate in order to offer care and meet this additional need. Through this engagement, at least one practice in the Pendelton area has explicitly stated that they have an ambition to continue to grow their list and has a track record of success in managing this ongoing growth in workload.

Where required, NHS GM will respond to requests from practices to facilitate additional space and assess whether existing premises have the capacity to absorb the increased population. According to Health Building Note 11:01: Facilities for Primary and Community Care (HBN 11-01), there is indication that an additional 1000 patients would be expected to require 0.73 of a clinical room, alternatively one additional clinical room will provide capacity for up to 1,370 patients. This guidance was published in 2013 and is based upon traditional service delivery models. It should be noted that service delivery models have developed over the past decade with increased remote / online consultation taking place through digital and telephony developments.

There are potential opportunities for the practices delivering services within the Pendleton Gateway to expand and conversations regarding this have already begun.
