Trafford Primary Care Commissioning Committee

Please can you provide answers to the following:

1. Why have the ICB not published papers for the above committee since June 2025?
2. Is the committee still meeting?
3. If not, why not?
4. What were the governance arrangements to agree that the committee should stop meeting
5. If the committee is not meeting, what arrangements are in place to “manage primary care”

1. The most recent Trafford Locality Primary Care Commissioning Committee (PCCC) meeting was held on 10 June 2025 and therefore, there are no papers to be published beyond that date
2. The Committee is not currently meeting. Should there be specific business, which is required to be considered by this committee, a meeting would be convened.
3. The Committee is not currently meeting due to significant capacity pressures within the locality and ongoing reforms. It was noted that there was a lack of attendance from external colleagues and in order to not duplicate efforts during a period of workload pressures or have meetings which were not quorate, it was decided to use other existing meetings within the locality to discuss and review operational matters as they may arise.
4. The operational considerations to stand down current schedule of meetings was discussed at the Trafford Locality Senior Leadership Team and with pan-GM colleagues, with the decision being made by Trafford’s Deputy Place Based Lead. The locality committee is a sub-committee of the Greater Manchester (GM) PCCC, holding a level of delegation from the GM committee. Therefore, the GM committee is able to address any significant or substantive items of business, if required.
5. Operational management of primary care within the Trafford Locality is undertaken through the following groups:

• weekly Senior Leadership Team meetings (SLT),
• weekly Primary Care Multi-disciplinary team meetings,
• bi-weekly Primary Care Team meeting,
• monthly Primary Care Operations Group meetings,
• bi-monthly meeting of GM Primary Care Leads / Delegated Management Oversight Group (DMOG).
• monthly meeting of GM Delegated Commissioning Contract Panel (DCCP)
