Please provide the following information held by your organisation:

  1. Since 1 April 2023, the number of adults with Prader-Willi Syndrome placed in specialist residential care services where the placement has been funded wholly or partly by NHS Continuing Healthcare (CHC) or through joint funding arrangements
  2. For each such placement, the gross weekly amount most recently paid for the placement, defined as the total weekly cost charged by the residential service, inclusive of accommodation (hotel), care and support.
  3. Where the gross weekly amount is not held, please provide the weekly amount paid by the ICB towards the placement.

I do not require provider names, service locations, or staffing details. Individual figures may be fully anonymised. If necessary, please provide banded ranges (for example £3,000 – £6,000 per person per week) If any part of this request exceeds the appropriate cost limit, please advise how it may be refined so that it may be answered.

This information is not held on the NHS Greater Manchester systems/data bases, this is because CHC funding is based on need and not diagnosis, and as such, a patient’s diagnosis is not recorded, and a manual search of all patient records would be required.

 

Therefore, this section of your request is exempt by virtue of the following exemption, Section 12(1).

Section 12(1) does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit.

The Freedom of Information Act allows Public Authorities to decline to answer FOI requests when we estimate it would cost us more than £450 (equivalent to 18 hours, calculated at £25 per hour) to identify, locate, extract, and then provide the information that has been asked for.

NHS Greater Manchester consists of the 10 Greater Manchester localities, Bolton, Bury, Heywood Middleton and Rochdale, Manchester, Oldham, Salford, Stockport, Tameside, Trafford, and Wigan. There are currently hundreds of patient records across all Greater Manchester which would need to be manually reviewed, and it is estimated a search of each file would take approximately 15 minutes.

Due to the volume and complexity of the data involved, it would require a disproportionate amount of time and resources to locate, extract and collate the data. Therefore, on this occasion it is with regret NHS GM cannot process this section of your request further.

Although we cannot answer your request, we might be able to answer a refined request within the cost limit. In line with section 16 of the FOI Act – advise and assist, you may wish to restrict the period and request a specific locality within Greater Manchester. However, please be aware that we cannot guarantee at this stage that a refined request will fall within the cost limit, but NHS GM would do our upmost to assist you.
