I was hoping that you might be able to provide me with the following information under the Freedom of Information Act 2000.

 

Non contract activity (NCA) expenditure for all NHS services

  1. For each of the financial years 2022/23; 2023/24; 2024/25 the amount spent by the ICB on non-contract activity (NCA) on non-nhs (private) providers of all NHS services.

 

Budgets and spend on ophthalmology services 

  1. For each of the financial years 2022/23; 2023/24; 2024/25 the total amount budgeted for ophthalmology services at the start of the financial year
  1. For each of the financial years 2022/23; 2023/24; 2024/5 the total amount spent on ophthalmology services at the end of the financial year.

 

  1. NHS Greater Manchester ICB commissions care under contracts with a range of providers. All care is commissioned under a contract either held by NHS GM, or under a contract held by another NHS Integrated Care Board which NHS GM is able to adopt. As such, the spend under Non Contract Activity arrangements is considered to be nil.

In previous years, the predecessor organisations to NHS GM (the 10 NHs Clinical Commissioning Groups of Greater Manchester) did not hold contracts with every NHS organisation. Therefore, it was considered that any registered patients who presented for treatment at a hospital Trust with which the commissioner did not have a contract with did so under Non Contract Activity arrangements. However, following interim arrangements put in place during the COVID-19 pandemic, NHS GM now holds contracts with all English NHS Trusts and Foundation Trusts. Where these contracts would previously have been considered Non Contract Activity, they now fall under the Low Volume Activity (LVA) regime.

 

  1. The table below shows the total combined budgets for Ophthalmology (NHS and Non-NHS) between 1st April 2022 and 31st March 2025.
