Description Urgent and Emergency Care (UEC) Plans - Greater Manchester ICB

The NHS 10 Year Plan states that all systems are expected to expand access to urgent and emergency care at home and in the community, in line with the Urgent and Emergency Care (UEC) Plan 2025–26.

Please answer each of the 11 questions below separately.

Section 1: Existence of Plans

 

  1. Does the ICB currently have an Urgent and Emergency Care (UEC) plan?

 

  1. If a UEC plan exists, is it a single ICB wide plan?

 

  1. If not, are there multiple local UEC plans?

 

  1. If there are multiple local plans, please list the localities covered.

 

  1. If the ICB uses another arrangement for UEC planning, please describe this.

 

  1. If any UEC plan(s) exist, please provide a copy of each plan or a link to where the plan(s) can be accessed.

 

Section 2: Development and Timescales

 

  1. If the ICB does not currently have a UEC plan, does it intend to develop one?

 

  1. If development is planned or underway, what are the expected timescales for producing, approving or publishing the plan?

 

Section 3: Leadership and Responsibility

 

  1. Does the ICB have a designated lead for UEC planning?

 

  1. Does the ICB have any senior officers with responsibility for UEC planning?

  1. Yes. NHS Greater Manchester ICB has a UEC single system oversight plan for 2025/26.
  2. Yes. The UEC single system plan is a system wide plan with provider/locality delivery via the GM UEC governance model. Oversight runs from the GM UEC Reform Board to the GM UEC Development Group and programme pillar groups for specific workstreams (e.g., integrated care coordination, handover improvement, etc.). This “single plan—local delivery” arrangement ties together winter preparedness, operational recovery, and transformation within the same governance.
  3. Not Applicable.
  4. NHS GM is a 10‑locality system. The ICB holds/receives locality/provider plans underpinning the GM plan.
  5. Not Applicable.
