Under the Freedom of Information Act, I would like to request the following information regarding placements and spending for older person’s care home services. Please provide answers on the attached accompanying Excel spreadsheet.
1. Who within the ICB, has the commissioning responsibility for care home placements for older people (aged 65+) under a Continuing Healthcare package (CHC)? Please provide their:
2. Please provide the gross total expenditure on older person’s (age 65+) services under a CHC package for financial year 2023/24, 2024/25 (actual) and financial year 2025/26 (projected):
For question 2a, please provide total spend on personal social services for people aged 65+. This will include spend on residential, nursing, and domiciliary care (2b, 2c, and 2d) as well as other social care for older people such as day services, etc
3. Please provide figures for the total number of older people (age 65+) that the ICB has placed under a CHC package in the financial year 2023/24, 2024/25 and 2025/26 (projected) and funded in, including both new placements made during the year and existing placements

4. Please provide the total number of adults (aged 18-64) with a primary need of dementia (including early-onset dementia), funded by the ICB, receiving long-term nursing care in a care home, for the financial year 2023/24, 2024/25 and 2025/26 (projected), broken down by the following weekly fee bands:
a. Under £2,000 per week
b. Over £2,000 per week
5. Please provide a list of all providers with which the ICB is funding older people (aged 65+) with dementia receiving nursing care in care homes, where the cost of care exceeds £2,000 per week.
6. Please provide the Highest, average (mean) and lowest weekly fees paid for care home placements for older people (aged 65+) under a CHC package in financial year 2023/24, 2024/25 and 2025/26:

NHS Greater Manchester consists of the following 10 Greater Manchester Localities: Bolton, Bury, Heywood, Middleton and Rochdale, Manchester, Oldham, Salford, Stockport, Tameside, Trafford, and Wigan (former Clinical Commissioning Groups), who currently all have their own processes/systems for recording their Continuing Healthcare (CHC) activity.

NHS Greater Manchester (NHS GM) consists of the 10 Greater Manchester localities, Bolton, Bury, Heywood, Middleton and Rochdale, Manchester, Oldham, Salford, Stockport, Tameside, Trafford and Wigan (former Clinical Commissioning Groups), and therefore it would require a scrutiny of the past three years financial and activity data by locality to answer the questions a minimum of 5 hours per locality or 50 hours of work.
The Freedom of Information Act allows Public Authorities to decline to answer FOI requests when we estimate it would cost us more than £450 (equivalent to 18 hours, calculated at £25 per hour) to identify, locate, extract, and then provide the information that has been asked for.
Although we cannot answer your request, we might be able to answer a refined request within the cost limit. Therefore, you may wish to consider amending your request to ask, for example, month 10 data and/or the year to date forecasts for CHC.
Please be aware that we cannot guarantee at this stage that a refined request will fall within the cost limit, but NHS GM would do our upmost to assist you.
