I am writing to make a Freedom of Information request under the Freedom of Information Act 2000.
I am requesting information about Local Enhanced Services (LES) and Locally Commissioned Services (LCS) commissioned by NHS Greater Manchester ICB for the current financial year (2025/26).
Please provide the following information:
2. FINANCIAL INFORMATION
a) Total budget allocated to LES/LCS for 2025/26
b) Payment structure for each service (e.g., per patient, per activity, annual fee)
c) Payment rates for each service
3. PARTICIPATION DATA
a) Number of GP practices eligible to participate in each LES/LCS
b) Number of PCNs participating in each LES/LCS (where applicable)
4. PUBLIC INFORMATION
a) Website links or public documents where patients can find information about LES/LCS available in their area
Details of Locally commissioned services and incentive schemes for 2025/26 across Greater Manchester are provided below, the relevant details including payment rates and structures, eligibility criteria and performance metrics and outcomes, as appropriate are included within these details.
However, there are multiple primary care services not referenced here of which some are delivered locally which are outside of Core GP contracting but are nationally mandated (i.e., Out of Hours Services, Special Allocation Services, Directed Enhanced Services) of which are delivered by other independent sector organisations other than GP Practices and PCN’s. It is not clear if you require this information, if so, please clarify which services in particular are of interest to you and what information specifically you require.

a) A complete list of all Local Enhanced Services (LES) and Locally Commissioned Services (LCS) currently commissioned by your ICB – As noted above, we would require confirmation of your definition of an LCS, and whether the below is the information you require.
b) For each service, please provide:
Official service name – Please refer to the Service Specifications.
Whether delivered at practice level or PCN level – The majority of services referred to below are delivered at practice level. HMR and Tameside have PCN arrangements, but service delivery is still delivered at Practice level.
– Start date of current contract – The majority are on 12-month contracts with the current being 01/04/25 to 31/03/26.
– End date of current contract (if applicable) – The majority are on 12-month contracts with the current being 01/04/25 to 31/03/26.

IUCD non-contraception – An item of service fee of £100.90 per patient will be paid which covers insertion, ongoing management and removal. The removal may be of an existing IUD prior to a replacement or at a later date for an IUD inserted under a previous LCS within Tameside. An item of service fee of £33.67 per patient will be paid for the removal of an IUD that was inserted by secondary care or a practice outside of Tameside when no replacement is required.

a) Number of GP practices eligible to participate in each LES/LCS – All NHS GP Practices within Greater Manchester are eligible to participate.
b) Number of PCNs participating in each LES/LCS (where applicable) – There are 4 PCN’s in Tameside delivering GP locally commissioned services/schemes, and HMR are still under consultation with their PCN’s and therefore this is to be confirmed.
4. PUBLIC INFORMATION
a) Website links or public documents where patients can find information about z- LES/LCS available in their area – Patients can refer to their registered GP Practice, local Pharmacy websites and the NHS App to identify their local services.
