If I were to resubmit the request, but only for two Financial Years (FY 21/22 and FY 24/25), would that render the request answerable?
Under the Freedom of Information Act, I am requesting information regarding supported living and residential care services for adults with a primary support need of learning disabilities (LD).
Long term care is provided to clients on an ongoing basis and has been allocated on the basis of eligibility criteria / policies (i.e. an assessment of need has taken place) and are subject to regular review. Please refer to the following link for further clarification, if needed (https://digital.nhs.uk/data-and-information/data-collections-and-data-sets/data-collections/social-care-collection-materials-2024/salt-data-return-2023-2024-guidance/lts001a).
Supported living may also be called Supported accommodation or Supported housing and is a housing scheme where housing, support and care services are provided to help people with disabilities live as independently as possible in the community.
Total placements is the total number of active funded placements in that period, included those carried over from previous years.
New placements are those newly commissioned in that period only, ie not carried over from a previous year.
Please respond using the attached excel template.
1. Residential Care: Please provide the total number of adults (aged 18-64) with a primary support need of LD in long-term residential care funded by the ICB, in the following periods, broken down by the following weekly fee bands: £3,000 to £4,999 per week; £5,000 to £6,999 per week; £7,000 or more per week
NHS Greater Manchester (NHS GM) was formed on the 1 July 2022 following the merger of the 10 former Clinical Commissioning Groups (CCGs) of Greater Manchester (being NHS Bolton CCG, NHS Bury CCG, NHS Heywood, Middleton and Rochdale CCG, NHS Manchester CCG, NHS Oldham CCG, NHS Salford CCG, NHS Stockport CCG, NHS Tameside and Glossop CCG, NHS Trafford CCG and NHS Wigan Borough CCG), plus Greater Manchester Shared Services (GMSS, previously hosted by the Northern Care Alliance NHS Foundation Trust) and Greater Manchester Health and Social Care Partnership.
Commissioning responsibility for patients registered with Glossop based GPs however, did not transfer to NHS GM, and instead transferred to NHS Derby and Derbyshire ICB. As such, data up to 30 June 2022 is in respect of the 10 former CCGs (i.e. including Glossop patients) and data from 1 July 2022 is in respect of NHS GM (i.e. excluding Glossop patients). Data presented up to 30 June 2022 is presented aligned with the relevant former CCG.
NHS Greater Manchester (NHS GM) therefore does not have the information requested for the financial year 2021/22.
Please note: The data provided does not include the Salford locality. This information is not held on the locality systems in its entirety due to Salford’s pooled budget arrangements and that the LD service for Salford is a hosted service falling under Northern Care Alliance. The only information that Salford hold is on those who have gone through the CHC process and those that have an ICB contribution to their care through Transforming Care.
