Description FOI regarding details of GM ICB minutes related to Palantir's FDP

This is a request for information under the Freedom of Information Act 2000. I would like to make two requests information on a meeting you held on 19th November 2025.

 

1) In your minutes in a meeting on that day, on the topic of Palantir’s Federated Data Platform, it was noted that “We have been able to gather compelling evidence that our use of data and insight is leading to action that genuinely saves lives. For example, in the case of our targeted GP incentive schemes, in just one year, it is estimated we have prevented around 180 heart attacks and 200 strokes. That is one catastrophic cardiovascular health event avoided almost every day across GM”. Please detail what the aforementioned “compelling evidence” entails, and please share any and all information in relation to this evidence.

 

2) It was also mentioned that a “more detailed paper to support a review of the deferral decision and outlining how NHS GM propose to move forward will be tabled at a future Board Meeting”. Please can you share this paper, and if this has not been published or tabled yet, please could you also tell me the date that this will happen including the date of the board meeting that this will be tabled at.

1) The evidence referred to here is an evaluation of our BeCCoR programme which uses our data assets to target health interventions across the system. 2) In the November meeting, it was proposed that a paper would be produced in due course to guide a review of the ICB position. This paper has not been produced yet and work has not started on this paper because it’s clear that the public concerns have heightened rather than diminished since the deferral decision has been taken and there does not appear to be any compelling evidence that the value proposition for NHS GM from FDP has materially changed in favour of adoption
