I would be grateful if you could provide the following information under the Freedom of Information Act.

Humber and North Yorkshire ICB is looking to implement a commissioning framework for the commissioning of care services, and your support would be appreciated to help us better understand the local market and your area associated market rates.

I would be grateful if you could complete the attached document. I am also happy to discuss this request further if that would be helpful.

To support clarity and consistency, I would appreciate it if the information provided could include:

• Confirmation of whether costs are quoted per hour, per day, per week, or per night.
• Where no framework prices are currently in place, please provide average market rates.
• Please provide information for the most recent completed financial year. If figures for the 2026–27 financial year are not yet finalised, this can be excluded.
• When costing sleep-in nights within supported living, please confirm how many hours are typically included within a sleeping night.

NHS Greater Manchester (NHS GM) unfortunately do not hold the level of information in the way that is being requested to complete the required spreadsheet.

NHS GM still needs to undertake this level of granular analysis and design its central pricing strategy.  NHS GM have not had a central commissioning function previously for CHC, and it is only being implemented now as a result of the NHS Reforms.

However, whilst the NHS GM cannot provide the information as required the ICB contracts team have provided the 25/26 locality rates which were published in the nursing home and domiciliary care contracts.

Please note they are all non-framework.
