Under the Freedom of Information Act 2000, I request the following information relating to BeCCoR and Core Plus funding within the Heywood, Middleton and Rochdale (HMR) locality:

1. A full financial reconciliation between:

– 2025/26 HMR Core Plus funding

– 2025/26 HMR locally commissioned services (including clinical services)

– 2026/27 BeCCoR funding model

2. Specifically, please provide:

a) Total 2025/26 Core Plus allocation for HMR

b) Total 2025/26 locally commissioned services allocation (including any sub-categories such as clinical services, public health contributions, and other LCS)

c) Total 2026/27 BeCCoR allocation attributable to HMR (whether held centrally or locally)

3. A line-by-line mapping showing where each 2025/26 funding stream has been allocated in 2026/27, including:

– Amount retained locally (Schedule 2 or equivalent)

– Amount moved to GM ICB central BeCCoR budgets

– Amount transferred into other programmes (e.g. urgent care, prevention, neighbourhood funding, transformation funds)

4. Any internal finance documents, spreadsheets, or appendices used to track this transition.
