I would like to request information under the Freedom of Information Act regarding the following healthcare services:

 

1. Work Well Initiatives

  1. Who is the senior officer for the ICB for the Work Well initiative and their contact email address
  2. If Work Well is already in place locally who is the lead current provider and their main contacts email address
  3. Is this service provided through a framework or contract?
  4. Could you provide the name of the supplier(s)?

 

2. Pain:

  1. Do you currently have a community service provision? If not, would you consider having one?
  2. Is this service provided through a framework or contract? Could you provide the name of the supplier(s)?
  3. What is the annual spend on this contract/framework
  4. What is the start date and duration of the framework/contract?
  5. Please provide a copy of the service/product specification given to all bidders for when this contract was last advertised.
  6. Is there an extension clause in the framework(s)/contract(s) and, if so, what is the duration of the extension?
  7. Has a decision been made on whether the framework(s)/contract(s) are being extended or renewed?
  8. What are your healthcare goals for this service over the next five years – innovation, waitlist reduction, or something else?

3. MSK and Physiotherapy Services

  1. Who are the providers of your current MSK service?
  2. Can you confirm if any element of the service is subcontracted? If so, which sections and to whom, and what is the value of the subcontract?
  3. What is the actual spend on this contract/framework (and any sub-lots) from the start of the contract to the current date? (
  4. What is the start date and duration of the framework/contract?
  5. Please provide a copy of the service/product specification given to all bidders for when this contract was last advertised.

4. Womens Health

  1. With the recent announcement from the government regarding the Womens Health agenda could you please let me know who will be leading this initiative from the ICB and their contact details.

 

5. Frailty Services

  1. Who are the providers of your current Frailty services?
  2. Can you confirm if any element of the service is subcontracted? If so, which sections and to whom, and what is the value of the subcontract?
  3. What is the actual spend on this contract/framework (and any sub-lots) from the start of the contract to the current date?

6. Neighbourhood Development

  1. Could you tell me the local neighbourhoods within your ICB region and the contact details of the key leaders both operational and clinical

7. DWP/Trailblazer type opportunities

  1. Could you please tell me of any current DHSC/DWP initiatives taking place locally with your ICB region and the contact details of those leading these projects

 

8. General:

  1. What is your strategic approach to joint working to achieve your future goals?

 

1a. NHS Greater Manchester ICB (NHS GM) is not required to have a senior officer for WorkWell in line with 2026/27 WorkWell activity being funded through the Greater Manchester Combined Authority (GMCA) integrated Settlement.

1b. & c. The 10 Greater Manchester Local Authorities are responsible for the commissioning and procurement of WorkWell providers and the ICB does not hold provider information, therefore it will be necessary for you to contact the Local Authorities in Greater Manchester for the information you seek.  To assist you, please find below links to their websites with information about how to make a Freedom of Information request.

2a.  NHS GM commissions pain services via the acute provider contracts.  Independent Provider Services are commissioned in Heywood, Middleton and Rochdale Locality and Manchester Locality. There are no plans to commission any alternative provider

2c.  NHS Trust service is commissioned as part of a block contract.

Independent Provider Service Cora Health are commissioned on an activity-based contract. Contract discussion with Cora Health are ongoing at this time therefore the value of the contract has not been disclosed.

2d. The contracts commenced on 1st April 2026 and run until 31st March 2027

2f. Acute and Independent contracts are issued each year under the Provider Selection Regime

2g.  Acute contracts have been issued for 2026/27. Contracts for Cora Health have been issued and awaiting signature.

2h. There are no immediate plans for pain services however these will be reviewed as part of a service review process to inform any future commissioning intentions. A date has not yet been set.

2j. Chief Commissioning Officer

3a.NHS Providers- Northern Care Alliance (Oldham, Salford, Bury, HMR localities), Manchester Foundation Trust (Manchester & Trafford localities), Wrightington, Wigan and Leigh, Bonton Foundation Trust, Stockport Foundation Trust, Tameside and Glossop Integrated Care. Independent Sector Providers: Cora Health, Pennine MSK, Hyde Physio.

3b. No sub contracts are currently in place (would need to confirm this with individual providers listed in section 3a)

3c. The total spend with Independent Sector providers for 2025/26 was £2.841m, however, this is indicative data as at the point of responding to this FOI request, NHS GM has not received activity data for the full year from all the relevant providers.

Expenditure with NHS Trusts and Foundation Trusts is contained with block contracts. As such, there are instances where the actual expenditure of NHS GM is made for a fixed cost, rather than on an activity basis. It is also not possible to separately identify the fixed costs related to MSK/Physio services.

3d. Contracts with the NHS providers are on an annual basis and contracts will expire 31st March 2027. Contracts with independent sector providers are still being finalised for 2026/27 and therefore details of this information cannot be shared at this time6

3e. NHS GM services across Greater Manchester are delivered to a variety of models/specifications. Please see the response to question 3h. regarding the transformation of MSK services programme of work to bring this together.

3f. Current contract are on an annual basis for MSK services whilst a GM wide MSK review takes place.

3g. This will depend on the GM MSK review, there are likely to be changes which will take place 2027/28 with some in year adjustments.

3h. The transformation of MSK services programme of work will redesign and standardise musculoskeletal (MSK) services across Greater Manchester to deliver a more equitable, sustainable, and clinically effective model of care. The programme aims to ensure patients are seen in the right place, at the right time, by the right person, through improved pathway design, earlier intervention, strengthened community provision, and consistent clinical decision-making across the system.

5a. There is no single frailty service in NHS GM. Services for frail older adults are provided by a variety of acute, community and primary care providers across our ten Places which serve a population of around three million residents.

5b. We do not subcontract frailty services at an ICS level. Information on subcontracting at a Place or Provider level would be held by those respective organisations.
