Under the Freedom of Information Act 2000, I am requesting the following information. Please provide information relating to Level 2 female inpatient rehabilitation beds commissioned or funded by your ICB. For the most recent complete financial year (2024/25, or the latest year for which data is held), please provide:

Costs

  1. The lowest daily cost (£ per bed day) paid by the ICB for a Level 2 female rehabilitation bed.
  2. The highest daily cost (£ per bed day) paid by the ICB for a Level 2 female rehabilitation bed.
  3. Where applicable, whether any of the costs above include a stepped or enhanced rate, for example a higher daily rate for an initial admission period.
    • If so, please indicate:
      • The daily rate(s).
      • The duration for which the enhanced rate applies.
  4. If held, the average daily cost (£ per bed day) paid by the ICB for Level 2 female rehabilitation placements over the same period.

Observations

  1. Please confirm whether enhanced observations (e.g. 1:1, 2:1) are:
    • Included within the standard bed day rate, or
    • Charged in addition to the bed day rate.
  2. Where enhanced observations are charged additionally, please provide:
    • The range of hourly or daily costs charged.
    • Whether these costs are paid directly by the ICB or pass‑through from provider invoices.

Commissioning model

  1. Please indicate how Level 2 female rehabilitation beds are primarily commissioned by the ICB:
    • Block contract (fixed number of beds).
    • Spot purchase / case‑by‑case placement.
    • A mix of block and spot purchasing.
  2. If a block arrangement is in place:
    • The number of beds included in the block (if held).
    • Whether the block rate differs from spot‑purchased rates.

Activity

  1. The number of Level 2 female rehabilitation placements funded by the ICB during that period (headcount rather than bed days).

If information is held across multiple providers or contracts, please provide a summary response rather than provider‑level detail.

 

NHS Greater Manchester (NHS GM) consists of the following 10 Greater Manchester Localities: Bolton, Bury, Heywood, Middleton and Rochdale, Manchester, Oldham, Salford, Stockport, Tameside, Trafford, and Wigan (former Clinical Commissioning Groups), who currently all have their own processes/systems for recording rehabilitation placements.

Costs

  1. NHS GM does not hold the information requested. Therefore, it will be necessary for you to contact Pennine Care NHS Foundation Trust and Greater Manchester Mental Health Foundation Trust for details of Level 2 Female beds, including beds that they sub contract.

The average cost of a spot rehabilitation bed is £568 per day.

  2. All blocked beds directly contracted by NHS GM are Level 1, and not Level 2. Therefore, we are unable to disaggregate by gender. All other arrangements are on an individualised Mental Health placement.
  3. The Greater Manchester average cost is £568 per day.

Observations

  1. For spot beds these are charged in addition to the daily bed rate. NHS GM does not hold the information for the provider Trusts, please contact them directly with the details provided above.
  2. The enhanced observations that are charged additionally are usually an average cost of £28 per hour. The hospital provider will invoice NHS GM for these costs.

Commissioning model

  1. Level 2 female rehabilitation beds are usually commissioned on a spot purchase / case-by-case placement. The 2526 contract list which includes MH Rehab Blocked Beds and contract value is below:

Activity

  1. Manchester, Oldham and Stockport localities do not hold the information requested as the locality patient data recording system does not specifically record this information.

All Bolton Locality rehabilitation placements are via block contracts; therefore, Bolton locality does not hold the information requested.

The remained of the localities have an overall total of 26 number Level 2 female rehabilitation placements.
