I am writing to request information under the Freedom of Information Act 2000 regarding your Integrated Care Board’s commissioning of Adult and Children’s Continuing Healthcare (CHC) services.

Please provide the following information relating to the most recently completed financial year (or latest 12-month period for which data is available):

1. Top Commissioned Continuing Healthcare Providers

Please provide the top 10 care providers commissioned by the ICB for Adult and Children’s Continuing Healthcare services, ranked by total combined commissioned contract value/spend.

For each provider, please include:

• Provider name
• Total commissioned spend/value (£) for Adult CHC
• Total commissioned spend/value (£) for Children’s Continuing Care (where applicable)
• Combined total annual spend/value (£)

If precise contract values are not held, please provide estimated annual spend or banded values where available.

2. Continuing Healthcare Leadership

Please confirm:

• The name and job title of the Director, Head, or Senior Responsible Officer with responsibility for Continuing Healthcare and/or Children’s Continuing Care within the ICB.
• The relevant Continuing Healthcare operational lead(s), where applicable.

3. Provider Commissioning Arrangements

Please confirm how Continuing Healthcare care packages are commissioned by the ICB, specifically:

1. a) Whether the ICB operates an approved provider framework, dynamic purchasing system (DPS), preferred provider list, accredited provider list, or other formal route for care providers to be commissioned for Adult and/or Children’s Continuing Healthcare packages.

1. b) Whether care packages are commissioned primarily on a spot purchase basis, mini-competition, direct award, or other commissioning mechanism.

1. c) If frameworks or provider lists are in place, please provide:

• The name of the framework/provider list/DPS
• The route by which providers may apply to join
• Any relevant procurement portal, website, or tender platform used (e.g., Atamis, NHS SBS, Proactis, In-Tend, Delta eSourcing, etc.)
• The anticipated review or reopening dates (if applicable)

4. Provider Engagement Contact Details

Please provide the most appropriate contact details for organisations wishing to discuss or apply to provide Adult and/or Children’s Continuing Healthcare services, including:

• Continuing Healthcare commissioning contact email(s)
• Brokerage or complex care placement team contact details (if applicable)
• Procurement and/or provider engagement contact details
• Any dedicated inbox for new provider enquiries

If any part of this request exceeds cost limits, please provide the information for sections that can be fulfilled within the statutory limits and advise how the remaining scope may be refined.

There is a framework for learning disabilities providers

There is a Greater Manchester Framework – Supporting People to Live Well at Home. It covers the following specialisms: Learning disabilities, Complex Lives, Neurodivergent, Complex Mental Health, Complex Dementia, Preparing for Adulthood and Individualised Commissioning.

3b. Care packages are commissioned based on individuals assessed health needs which are completed by an appropriate clinician. Therefore, NHS GM ICB in the main commission via Spot purchase.
