Please treat this as a request for information under the Freedom of Information Act 2000.

 

I have obtained written correspondence issued by Pennine Care NHS Foundation Trust stating that individuals aged over 60 were excluded from access to ADHD assessment within the Trust’s Adult ADHD Service.

 

The ICB’s Constitution states that the ICB is responsible for arranging NHS services and must discharge duties relating to reducing inequalities, obtaining appropriate advice, considering the effect of decisions, public involvement and consultation, and compliance with the Equality Act 2010. The Constitution further states that the ICB remains accountable for its functions, including those delegated to other bodies, and that appropriate reporting and assurance mechanisms should be in place.

 

In light of those responsibilities, I am seeking to understand what governance, assurance, equality and evidential processes were undertaken in relation to this exclusion. I would therefore be grateful if you could provide the following information:

 

  1. Any service specification, pathway document, eligibility criteria document, commissioning policy, contract schedule or other document held by the ICB which refers to, authorises, approves or describes the exclusion of individuals aged over 60 from ADHD assessment.

 

  1. Any Equality Impact Assessment, Quality Impact Assessment, risk assessment, clinical safety assessment or similar document held by the ICB relating to the exclusion of individuals aged over 60 from ADHD assessment.

 

  1. Any document held by the ICB recording the clinical evidence, advice or rationale relied upon in support of the exclusion of individuals aged over 60 from ADHD assessment.

 

  1. Any document identifying the committee, governance group, senior officer or decision-making body responsible for approving, overseeing, assuring or reviewing the exclusion of individuals aged over 60 from ADHD assessment.

 

  1. If no information is held in relation to any part of this request, please confirm this.

 

  1. NHS Greater Manchester ICB (NHS GM) does not hold any service specification, pathway document, eligibility criteria document, commissioning policy, contract schedule or other document which refers to, authorises, approves or describes the exclusion of individuals aged over 60 from ADHD assessment.
  2. NHS GM does not hold any Equality Impact Assessment, Quality Impact Assessment, risk assessment, clinical safety assessment or similar document relating to the exclusion of individuals aged over 60 from ADHD assessment.
  3. NHS GM does not hold any document recording clinical evidence, advice or rationale relied upon in support of the exclusion of individuals aged over 60 from ADHD assessment.
  4. NHS GM does not hold any document identifying a committee, governance group, senior officer or decision-making body responsible for approving, overseeing, assuring or reviewing the exclusion of individuals aged over 60 from ADHD assessment.
  5. NHS GM confirms that it does not hold information in relation to the matters set out in questions 1 to 4 above.
