I am writing to request information relating to Greater Manchester Integrated Care Board’s data platform and the statements made about it in connection with proceedings of the Health and Social Care Select Committee on 16 June 2026.
**Request 1 — Oral and Written Evidence to the Health and Social Care Select Committee, 16 June 2026**
It is understood that Matthew Hennessey, Chief Intelligence and Analytics Officer at Greater Manchester ICB, gave oral evidence to the Health and Social Care Select Committee on 16 June 2026. Mr Hennessey attended in his capacity as a representative of the NHS Chief Data and Analytical Officer (CDAO) Network, but as the ICB’s own chief intelligence and analytics officer, any statements made in that session — including those concerning the sovereign nature of the GM ICB data platform and its capability to deliver a single patient record function — are directly attributable to, and relevant to, the ICB’s position.
Please provide:
1a. A copy of any written evidence, briefing papers, or submissions prepared by or on behalf of Greater Manchester ICB, or by Matthew Hennessey in his capacity as the ICB’s Chief Intelligence and Analytics Officer, provided to the Health and Social Care Select Committee in connection with the 16 June 2026 session.
1b. A copy of any speaking notes, briefing documents, or internal preparation materials provided to Mr Hennessey ahead of his appearance at that session, including any materials prepared by or on behalf of Greater Manchester ICB.
1c. Any internal assessments, technical evaluations, or governance papers held by the ICB that were drawn upon to substantiate statements made at that session to the effect that the ICB’s data platform constitutes a sovereign capability.
1d. Any internal assessments or technical documents held by the ICB that were drawn upon to substantiate statements made at that session to the effect that the ICB’s platform can deliver, or is capable of delivering, a single patient record function.
1e. Any correspondence between Greater Manchester ICB and the Department of Health and Social Care, NHS England, the CDAO Network, or any parliamentary body in the period from 1 March 2026 to 16 June 2026 relating to the characterisation of the ICB’s platform as sovereign and/or capable of single patient record delivery.
**Request 2 — UK Supplier Contracts Demonstrating Sovereign Capability**
Please provide a list of all contracts held by Greater Manchester ICB (or its predecessor bodies, or NHS Greater Manchester as a commissioning entity) with UK-registered companies in relation to the data platform, where those contracts form part of or support the ICB’s sovereign technology capability.
For each contract please provide:
2a. The name of the UK-registered supplier.
2b. The nature of the service or product supplied.
2c. The contract start and end dates (including any extension options).
2d. The total contract value.
2e. Whether the supplier is classified as a software vendor, infrastructure supplier, or another category of support.
**Request 3 — Total Expenditure on the Data Platform by Financial Year**
Please provide a breakdown of total expenditure on Greater Manchester ICB’s data platform (including any predecessor programme under NHS Greater Manchester or the former CCG structure) for each financial year from 2020/21 through to 2025/26 (inclusive).
For each financial year, please provide:
3a. **Total spend** on the data platform in that year.
3b. A breakdown of that total into the following categories:
– **Software vendor spend** (licences, SaaS subscriptions, analytics tools, data pipeline software, visualisation tools, and similar)
– **Infrastructure spend** (cloud hosting, compute, storage, networking, and similar)
– **Other support spend** (implementation services, system integration, managed services, consultancy, training, and any other contractual arrangements not captured above)
3c. Confirmation that the individual category figures in 3b sum to the total figure in 3a for each year.
If expenditure was incurred by a predecessor body and is held by or transferable to the ICB, please include it and note the originating organisation.
I would be grateful to receive this information in an electronic format, preferably as a spreadsheet or structured document. If any part of this request falls outside the scope of information held by the ICB and is held by another public body, I would be grateful if you could indicate the appropriate authority to contact.
