I am writing to request information under the Freedom of Information Act 2000 regarding the “community-based delivery” of circumcisions referenced in your response to FOI 1810/2026.
To ensure I have an accurate understanding of the services the ICB currently commissions, please provide the following information:
Please provide the Contract Identifier or the Full Title of all contracts currently held by NHS Greater Manchester for the delivery of adult circumcision procedures in a community or primary care setting.
Please provide the Service Specification for each of these contracts.
Does the service specification for these contracts explicitly include therapeutic (OPCS-4 N30.3) circumcisions, or are these contracts limited to religious/ritual (non-therapeutic) procedures?
For the 2025/26 financial year, what was the total number of therapeutically indicated (N30.3) adult circumcisions performed under these community contracts?
Please confirm if these providers are required to report activity through the SUS (Secondary Uses Service) or if this activity is captured via alternative commissioning data sets.
Please provide the Standard Operating Procedure (SOP) or clinical pathway document that guides a GP or a Secondary Care Consultant to refer a patient from an existing hospital waiting list into these community-based services. If no such document exists, please confirm that there is no active clinical pathway for transferring patients from MFT’s 50-week waiting list to these community providers.
I am requesting this information to understand the ICB’s elective recovery strategy and to identify the capacity available for patients currently facing long waiting times in secondary care.
