Description Violence and aggression in general practice
Date Requested 14/09/2026
Date Replied 28/09/2026
Category Primary Care & Strategic Commissioning

I am conducting independent research into how violence, aggression and threatening behaviour towards staff is managed within general practice in England.

I would be grateful if NHS Greater Manchester ICB could provide the following information under the Freedom of Information Act 2000, insofar as it is held by the ICB.

For the most recent 24-month period for which information is available:

  1. The number of incidents involving violence, aggression or threats towards staff in GP practices within the ICB area that have been reported to, or centrally recorded by, the ICB.
  2. The number of patients referred to the Special Allocation Scheme following violence, threatening behaviour or similar conduct.
  3. The number of requests for immediate removal from GP practice lists on grounds of violence or threatening behaviour, where this information is held.
  4. Details of any service, team or named function available to GP practices for advice or support following violence, aggression or threatening behaviour towards staff.
  5. Details of any violence prevention, security, conflict management or post-incident support commissioned or funded by the ICB specifically for general practice.
  6. Details of any incident-reporting or governance software provided, funded or recommended by the ICB for GP practices, such as TeamNet, Radar or another platform.
  7. Copies of any current ICB policies, procedures, pathways, guidance or flowcharts provided to GP practices concerning violence/aggression towards staff, reporting to police, unacceptable patient behaviour, warning/behaviour agreements, patient removal, immediate removal/SAS referral, RIDDOR, and CQC notification following such incidents.
  8. If held, any aggregate reports, audits, dashboards or reviews produced during the period concerning violence and aggression towards staff in general practice.

I am seeking existing recorded information only. If particular information is not centrally held, please state this rather than undertaking manual case review or creating new information.

No patient-identifiable or staff-identifiable information is requested.

  1. NHS Greater Manchester does not hold this level of information but does hold details of patients that have been immediately removed from their GP practice and allocated to the Special Allocation Scheme.
  2. The number of patients referred to the Special Allocation Scheme following violence, threatening behaviour or similar conduct.
