Please provide existing reported figures only. No review of individual C(E)TR/CTR records is requested.
Where already recorded or identifiable without requiring a new calculation, please provide:
I am not asking the ICB to calculate staff costs, apportion salaries or create a new cost model where one is not already held.
Please provide:
Part B – Additional information where readily available within the appropriate cost limit
If the following information is readily available and can be provided without causing the request to exceed the appropriate cost limit, I would also be grateful for:
I am requesting only existing staff-time information and am not asking the ICB to undertake a new time-and-motion analysis.
Where held and disclosable, please provide the most recent existing:
Where one of these documents already contains information requested elsewhere in this request, providing the document is sufficient and the information does not need to be reproduced separately.

Format and cost limit
Where possible, I would prefer numerical information in an existing electronic format such as Excel or CSV and documents in their existing electronic format.
If information requested in Part B cannot be provided within the appropriate cost limit, please prioritise the information requested in Part A.
If complying with Part A itself is estimated to exceed the appropriate limit under section 12 of the Freedom of Information Act 2000, I would be grateful for advice and assistance under section 16 identifying which elements of Part A could be provided within the appropriate limit and how the remaining request could be refined.
Where a requested figure is not held, please state that it is not held rather than undertaking new analysis to produce it.
Part A:
1a & b: Based on 2025/6 data collections, at March 2025 there were:
319 CYP aged 0-18
172 young adults aged 18-25
269 Adults aged over 25
Based on 24/25 data collections at December 2024 there were:
338 CYP aged 0-18
156 young adults aged 18-25
272 Adults aged over 25
1c: We are unable to provide total new referrals but based on data collections in 25/26 typical additions to GM DSRs per month based on March 2025 data was:
0-18 – 13 a month
18-25 – 3 a month
25+ – 8 a month
Based on data collections in 24/25, typical maximum addition to GM DSRs per month based on Dec 2024 data were:
0-18 – 23 a month
18-25 – 6 a month
25+ – 6 a month
1d: Please see above numbers
2: Unfortunately, NHS Greater Manchester ICB does not currently monitor performance against these metrics.
The Freedom of Information Act allows Public Authorities to decline to answer FOI requests when we estimate it would cost us more than £450 (equivalent to 18 hours, calculated at £25 per hour) to identify, locate, extract, and then provide the information that has been asked for.
Due to the volume and complexity of the data involved, it would require a disproportionate amount of time and resources to locate extract and collate the data, and therefore, on this occasion it is with regret NHS GM are not able to process this section of your request further.
On this basis, section 12(1) has been applied, because this would exceed the appropriate limit prescribed in the act.
In accordance with our duty under Section 16 of the Freedom of Information Act 2000 to provide reasonable advice and assistance, if you are able to narrow the scope of your request, we may be able to respond to it within the appropriate cost limit.
3: We do not have any data for completed financial years on C(E)TR / CTR Activity as we only started data collection from April 2026.
4: Unfortunately, NHS Greater Manchester ICB does not currently hold a central log of open/overdue recommendations across all of the 10 place systems. These would be held individually in each of the ten Greater Manchester localities.
5a & b: There are no dedicated posts to oversee the DSR, it’s oversight is part of existing individualised care case managers job roles.
We commission Mersey Care NHS FT to provide CTR co-ordination and administration; we commission them based on activity not WTE posts therefore we do not hold this information.
5c: There is no specific staff budget allocated to the oversight of the DSR. The funding for Mersey Care to oversee CTRs is part of a large NHS Trust contract.
5d: CTR panels members are spot contracted on a case by case basis/as required but there is no block provision for this.
6a: We currently use place based manual spread sheets but are in the process of changing to a GM wide digital database.
6b: Currently use Excel spread sheets in Microsoft Office.
6c: Information and updates from other health and local authorities received is manually added to the DSR spread sheet.
Part B:
7a: We have only started to collect the data in this section from April 2026.
8: Unfortunately, NHS Greater Manchester ICB does not currently hold any data for this section.
9: NHS Greater Manchester ICB do not have any complaints recorded specifically in relation to DSR, Dynamic Support, CTR or C(E)TR processes in each of the two most recently completed financial years,
10a: We do not currently collect this data.
10b: We do not currently collect this data.
10c: The Dynamic Support Register SOP is currently being written and reviewed.
11a: Currently CYP DSRs operate separately to adults.
11b: Based on 25/26 data collections in March 2025, typical numbers of CYP moved to adult registers per month is 2.
11c: The processes and SOP are currently being written and reviewed for governing CYP-to-adult DSR/Dynamic Support transition.
