Reference FOI 2025/1389
Description Spend over £25k returns for the financial years 2023-24 and 2024-25
Date Requested 24/09/2025
Date Replied 21/10/2025
Category Finance

I am asking for you to provide the following information under the Freedom of Information Act 2000.
The Centre for Health and the Public Interest is currently undertaking a research project funded by the Friends Provident Foundation examining the amounts of profit generated by private companies providing services to the NHS.
We have used the ICB’s publicly available data contained within its Spend over £25k returns for the financial years 2023-24 and 2024-25 as one of the key data sources for this analysis.
Due to the fact that we will name each ICB in England in the final report on this research we would like to ensure that each ICB is given the opportunity to review the spend data that we have relied upon and if necessary to correct any errors and provide updated figures.
Below and in the attached spreadsheet is the data that we intend to use for the companies that are in receipt of ICB funds for the financial years 2023-24 to 2024-25.
I would be grateful if you could let me know if the expenditure data relating to each of the companies set out below and in the attached spreadsheet are accurate and if not if you could please provide accurate figures.

**An excel sheet was sent by the requester with this request.  If you require a copy of the full request and response, please contact NHS GM’s FOI team – nhsgm.foi@nhs.net.**

Under the Freedom of Information Act, NHS Greater Manchester is not obliged to create data as part of its response to requests made under the Act.

NHS GM publishes data in respect of monthly expenditure by supplier over £25k on its website in the Spending Reports section at NHS Greater Manchester Reports | Greater Manchester Integrated Care Partnership which we understand you have used to compile your data.

It should be noted that the reports are compiled and published on a monthly basis, and consider where net payments to that supplier are over £25k in that particular month. Therefore, a combined report will not include net spend under that amount per month.

NHS GM also understands that the data you have submitted has been filtered and judgements been applied to include or exclude certain suppliers. As NHS GM is not party to the decisions which you have made in doing so, we cannot comment on the accuracy of the process you have applied before sending this data to us. NHS GM can however say that it appears this has not been applied consistently, as various  suppliers such as GP suppliers have been removed in respect of 2023/24 data in full, but only in part in respect of 2024/25 data.

NHS GM also notes that there are instances in the data provided where the supplier name has been amended, resulting in a supplier reference number being included in respect of some 2024/25 data, but not in respect of 2023/24 data and some 2024/25 data. It is suggested that the data for these suppliers should be combined where they represent the same supplier to avoid confusion.

As described above, NHS GM is unable to comment on the accuracy of the data you have transformed in the spreadsheet provided to us. Instead, NHS GM is satisfied as to the accuracy of the information published on its website which it is understood to have been relied upon to produce the information sent, noting the caveats above.
