For the period
of May 2019 to the present day – please provide the following details for each contract for the provision of IVF/ Assisted Conception services held by the ICB.
1. Provider Name and for what ‘areas’ e.g. Trafford; Stockport; Manchester; Tameside etc
2. Date of Contract Commencement
3. Published notices of intention and award decisions
4. Contract term, including details of initial term and any extensions available
5. Indicative annual contract value
6. Actual spend in each financial year of the contract’s operation
7. Details of KPIs applied each contract, including performance data against the KPIs
8. Dates and details of any/ all service evaluations and/ or reviews completed by the ICB
9. Details of work undertaken to evaluate and analyse the market of providers, such as activities to:
a. Map existing providers and assess gaps or duplication.
b. Engage with stakeholders to understand service needs.

 

 

Please note that the award of IVF contracts preceded the establishment of NHS Greater Manchester ICB (NHS GM).

 

Two contracts were awarded via a competitive process under Public Contract Regulations 2015 for 8 of the 10 Greater Manchester localities, formerly known as Clinical Commissioning Groups (CCGs)

 

  1. Care Fertility Manchester and Create Fertility can be found at NHS Greater Manchester Healthcare Services Contract Register February 2025 (Publication Scheme / Lists & Registers – please search “IVF” to identify the x2 relevant contracts)

 

The following localities (formerly Clinical Commissioning Groups) can access the above two providers:

  • Bolton
  • Bury
  • HMR
  • Oldham
  • Salford
  • Stockport
  • Tameside
  • Trafford

  1. 3 years plus 3 years’ extension:
      1. Initial Term: 01/02/20 – 31/01/23
      2. Extension:   01/02/23 – 31/01/26 (enacted)
  1. N/A – both contracts operate on a cost per case basis.

 

  1. The ICB only centrally holds activity and spend data from 1 April 2023 onwards for both providers and holds no activity data prior to its establishment in the financial year of 2022/23. Prior to 2023/24 backing data was held by all 10 individual localities. Since activity and spend is recorded based on NHS financial years which run from April to March the annual spend is broken down by NHS financial year.

  1. A service review is currently underway in respect of the two Independent Sector providers to inform our future commissioning intentions. This needs to consider the current performance of existing providers, capacity and demand, other factors which may affect capacity and demand, which will inform our future commissioning intentions for assisted conception and fertility preservation services in Greater Manchester. The service review is expected to be completed by end of December 2025.

9b NHS GM has recently undertaken a public consultation of IVF cycles which sought patient and stakeholder response. Whilst this was not specific to existing contracts, the consultation has provided insight into people’s needs.
