I am looking for some information to be answered under the Freedom of Information Act relating to the workforce of your ICB.

My questions are as follows:

  1. How many current employees are at the ICB?
  2. Can you please break these down by job role?
  3. How many redundancy consultations have taken place since your ICB was set up in July 2022 until the end of April 2026? Please break this down by job role.
  4. And of those, how many roles have been made redundant in the same period (July 2022 – end of April 2026)? Please break this down by job role.
  5. How many roles were made redundant in the 25/26 financial year? Please break this down by job role.
  6. Are you currently running a voluntary redundancy scheme? If so, when did this start? And when is it due to end?
  7. If you ran one in the last financial year (2025/26) but it has already ended, please state what date this ran from and until.
  8. If you have a voluntary redundancy scheme, do you/did you have a target for the number of redundancies you were aiming to make?
  9. If you have a voluntary redundancy scheme, how many redundancies have been confirmed through this so far? And what job roles are these?
  10. What has been the cost savings from making the redundancies between July 2022 and end of April 2026? Please break this down into voluntary and mandatory redundancies and whether savings were one-off or recurrent.
  11. What has been the cost savings from making the redundancies in the last financial year (2025/26)? Please break this down by voluntary and mandatory redundancies and whether savings were one-off or recurrent.
  12. What has been the expenditure from making the redundancies between July 2022 and end of April 2026? Please break this down for voluntary redundancies and mandatory redundancies.
  13. What has the expenditure been from making the redundancies in the last financial year (2025/26)? Please break this down for voluntary redundancies and mandatory redundancies separately.
  14. How many hires have there been between July 2022 and end of April 2026 – can you break this down by each financial year?
  15. How many resignations have there been between July 2022 and end of April 2026 – can you break this down by each financial year?
  16. How many terminations of contracts have there been between July 2022 and end of April 2026 – can you break this down by each financial year?

 

It should be noted that much of the information requested here, and further contextual information, is available from the Annual Reports and Accounts of NHS Greater Manchester ICB (NHS GM), which are published on the NHS GM website at NHS Greater Manchester Reports | Greater Manchester Integrated Care Partnership. The Annual Report and Accounts for 2025/26 will be published in September in line with national deadlines.

It should also be noted that in previous years, NHS GM has utilised a Mutually Agreed Resignation Scheme (MARS) to agree headcount reductions with employees. Formally, this is not considered a voluntary redundancy scheme and is published in the Annual Accounts as other type of exit package.

  1. As at today’s date (12/06/26) NHS GM has 1345 employees.
  2. NHS GM holds this information, however due to the low numbers involved in roles, we consider this to be exempt under section 40(2) of the Freedom of Information Act 2000, as the disclosure of this information may lead to the identification of individuals. This exemption is not subject to the public interest test.
  3. NHS GM does not hold the information requested.

Information relating to the structure or frequency of formal and informal arrangements during this period is not held in a standardised format, including in the context of MARs or voluntary redundancy (VR) processes.

Approaches are determined on a case-by-case basis, reflecting the needs of the individual and the specific circumstances for example if MARS or VR then limited meetings if CR then at least 3-4 formal meetings.  If they request a trial period for a suitable alternative role then we would have more meetings with them during the trial period to support them.  As such, arrangements may vary and can include additional informal check in meetings between formal consultation points, or the implementation of a defined trial period followed by further consultation meetings where appropriate.

  1. Between July 2022 and April 2026, we had 318 people leave the organisation due to redundancy. This is made up of 24 compulsory redundancies and 294 voluntary redundancies. Please note that not all employees whose voluntary redundancy applications were approved, have left the organisation yet.

Regarding the request for a breakdown of roles. Please refer to question 2, and exemption 40(2) personal information.

  1. We are not currently running a voluntary redundancy scheme.
  2. We have run two voluntary redundancy schemes in 2025/26 as follows
  • Voluntary redundancy Scheme 1 application window – 24/11/25 to 05/12/25
  • Voluntary redundancy Scheme 2 application window – 02/02/26 to 15/02/26

The agreed leave date for scheme 1 was 31/01/26 and the agreed leave date for scheme 2 was 31/03/26.  There have been exceptions to these rules for various reasons mainly; for business continuity purposes and waiting for capitalisation cost information from NHS Pensions.

  1. NHS GM did not have a set target.
  2. Approved numbers for each scheme are as follows:
  • Voluntary redundancy Scheme 1 – 185 redundancies
  • Voluntary redundancy Scheme 2 – 149 redundancies
  • Total – 334 redundancies

  1. The total cost savings from making redundancies between July 2022 and end of April 2026 is not readily available.
  2. The estimated recurrent savings from redundancies in 2025/26 is as follows:

Note, the 2022/23 period contains only 9 months of data, as NHS GM was formed on 1 July 2022, following the merger of the 10 former NHS Clinical Commissioning Groups (CCGs) of Greater Manchester, plus Greater Manchester Shared Services (GMSS, previously hosted by the Northern Care Alliance NHS Foundation Trust) and Greater Manchester Health and Social Care Partnership (GMHSCP, previously hosted by NHS England). The 10 former NHS CCGs were NHS Bolton CCG, NHS Bury CCG, NHS Heywood, Middleton & Rochdale CCG, NHS Manchester CCG, NHS Oldham CCG, NHS Salford CCG, NHS Stockport CCG, NHS Tameside and Glossop CCG, NHS Trafford CCG and NHS Wigan Borough CCG.

** No additional redundancy costs were incurred in April 2026. The costs included in the above table are done so on an accounting basis (when NHS GM is committed to the redundancy cost), but the actual cash transfer to the individual may occur in future months, on or around their actual departure date.

  2. There have been 603 starters between July 2022 and April 2026. This can be broken down as follows:
  • July 2022 to March 2023 – 138 starters
  • April 2023 to March 2024 – 259 starters
  • April 2024 to March 2025 – 138 starters
  • April 2025 to March 2026 – 65 starters
  • April 2026 – 3 starters
  1. Between July 2022 and April 2026 there have been 395 resignations. This can be broken down as follows:
  • July 2022 to March 2023 – 117 resignations
  • April 2023 to March 2024 – 148 resignations
  • April 2024 to March 2025 – 65 resignations
  • April 2025 to March 2026 – 62 resignations
  • April 2026 – 3 resignations

Please note that the above figures do not include MARS.

We had 86 leavers due to MARS as follows:

  • Feb-Apr 2023 – 46 resignations
  • March 2024 – 40 resignations
  1. There have been a total of 1105 leavers for various reasons between July 2022 and April 2026.
  • July 2022 to March 2023 – 258 leavers
  • April 2023 to March 2024 – 326 leavers
  • April 2024 to March 2025 – 116 leavers
  • April 2025 to March 2026 – 385 leavers
  • April 2026 – 20 leavers
