Under the Freedom of Information Act 2000, please provide the following recorded information held by the ICB as at the date of this request:

  1. The ICB’s current process, criteria or guidance for assessing provider qualification requests under regulations 42B–42C of the National Health Service Commissioning Board and Clinical Commissioning Groups (Responsibilities and Standing Rules) Regulations 2012, as amended, for patient-choice services;
  2. The current local terms and conditions applicable to supporting schedules for services of this kind;
  3. Any service specification for adult ADHD diagnostic assessment commissioned under patient choice;
  4. Any Provider Selection Regime or contract-award notices for adult ADHD assessment services;
  5. A list of providers currently holding relevant contracts for adult ADHD assessment;
  6. Contract start, expiry and extension dates for those contracts, where recorded;
  7. The number of adult ADHD assessment referrals made under patient choice in the last 12 months for which figures are held, and any current waiting-time data for adult ADHD assessment.

  1. NHS Greater Manchester (NHS GM) operates an open accreditation process for providers seeking to deliver relevant patient-choice services to NHS GM registered patients.

The accreditation process is NHS GM’s mechanism for assessing whether providers meet the applicable qualification requirements under the National Health Service Commissioning Board and Clinical Commissioning Groups (Responsibilities and Standing Rules) Regulations 2012, as amended, together with relevant NHS GM commissioning policies and service specifications.

Providers may apply for accreditation and are assessed against the requirements applicable to the relevant service. These include the relevant statutory requirements, CQC registration and compliance with NHS GM’s applicable commissioning policies and service specifications.

The accreditation process is currently operational and providers are entitled to seek accreditation where they wish to provide relevant Right to Choose services. NHS GM has previously confirmed that this is an open process.

NHS GM does not operate a procurement process specifically for new Right to Choose providers. Right to Choose providers generally hold their qualifying NHS Standard Contract with another NHS commissioner and provide activity to eligible patients under the patient-choice arrangements.

The applicable national requirements are set out in NHS England’s Patient Choice Guidance and the relevant statutory regulations.

 

  1. NHS Greater Manchester does not have separate local terms and conditions specifically for Right to Choose providers.

NHS GM’s Commissioning Policies set out what services and activity NHS GM commissions and the requirements that apply. For ADHD and autism services, these policies also operate as a prior approval scheme.

NHS GM also applies the relevant national NHS tariff/payment guidance for ADHD and autism assessment and treatment, alongside the provider’s NHS Standard Contract and applicable NHS GM service specifications and commissioning requirements.
